TEXAS EDITION - ANOTHER BORDER ENFORCEMENT. In response to the increasing number of migrant deaths at the border, activists have drafted a set of alternative border enforcement guidelines. A group of advocates from the El Paso area are giving their recommendations to top U.S. officials in a meeting at the White House.
